Citizen Review Panel

In 1995, the Idaho Department of Health and Welfare organized Citizen Review Panels (CRPs) in each of its seven regions to examine how Idaho's Child Protection System worked and to make recommendations for improving the system. In 2018, the Idaho Legislature amended Idaho Code to transition oversight of the Citizen Review Panels to Idaho’s seven local public health districts.

In accordance with Idaho Code 16-1647 (1), each public health district shall establish a citizen review panel for the purposes of evaluating and providing recommendations for the improvement of the child protection system within its respective health district.

Each Citizen Review Panel is also tasked with reviewing all cases brought under the child protective act that have been open in the corresponding district court, or other appropriate local jurisdiction, longer than 120 days.

Each CRP produces a quarterly report containing a summary of the activities of the panel. This report provides recommendations on how to improve the child protection system, and are submitted to the Idaho Department of Health and Welfare, and the Child Protection Legislative Oversight Committee.

The Citizen Review Panels are comprised of up to seven volunteers that reside within the boundaries of the public health district.

Members of the Region IV Citizen Review Panel are volunteers, with diverse backgrounds, that represent their respective communities. CRP members demonstrate a strong motivation to improve the lives of children through a systems-change lens.

Panel participants have undergone an application and interview process, and passed an enhanced criminal background check.

Public Comment

The Panel wants to hear from Ada, Boise, Elmore and Valley County residents about their thoughts, experiences, and perspectives on the Idaho child welfare system. For more information, click here.

The Region IV Citizen Review Panel meetings will be held from 4:00pm to 6:00pm at Central District Health, located at 707 N. Armstrong Place, Boise, ID.

Any adjustments to the CRP meeting dates and locations will be provided here, in accordance with Idaho Code 74-204(1), Open Meeting Law.

Members of the public are encouraged to attend meetings virtually.
